| 内容記述 | 本稿は、新たなLRT 開通による地域活性化を目指し、地方地域における新しいまちづくりコンセプトを企画し、その実践を通じて、まちづくりの手法、その効果などを明らかにするものである。まず、実現するための課題を探る。このため、市内の歴史的文献、街歩き等の調査により、その内容を把握する。さらに、まちづくりに伴う最大の着目点、すなわち、国や地方自治体が管理している公共施設、公共の場を利用した画期的な地域活性化の方法を企画し、実践する。今回は栃木県宇都宮市のJR 宇都宮駅西口に流れている田川、田川周辺を取り上げ、過去の文献、調査などの聞き込みをして当該地における課題を抽出した。この結果、この地域が何を求めているのか、という課題を探り、この解決をベースに、LRT 開通により西口とそれに連なる東口地域の新しい地域活性化を目的とした企画と多くの新規なイベントを、宇都宮市創造都市研究センターを構成する4大学の仲間とともに実現し、その効果を検証する。そして、近くLRT（Light Rail Transit）という新交通網が運用開始することを踏まえた観点から、宇都宮地域のまちづくりとしての新たなコンセプトを提言する。 | |||||||||||||||||||||||

| 内容記述 | This paper aims to revitalize the local area by planning and implementation the new urban development in local areas, and to clarify the methods and effects of urban development. First, we explore the issues to realize. For this reason, we will research the historical records in this Utsunomiya area, and walk around this town, so, want to grasp the contents.On the other hand, we focused on the most important point in urban development, namely, on exploring and implementing groundbreaking methods of regional revitalization using public facilities and public spaces managed by national and local governments. This time, we used the Tagawa River,which flows through the westexit of JR station in Utsunomiya city,Tochigi prefecture, and its surroundings as an example, besides, clarified the problems in the area by interviewing past literature and research. As a result,we explored the issue of what this region is looking for, and based on this solution, we planned and held many new events with the aim of revitalizing the region, and verified the effects. In conclusion, We propose a concept for new urban development and its contribution to the development of Utsunomiya region by using this LRT newtransportation network. |
